Federal transit law states that projects funded under the Enhanced Mobility for Seniors and Individuals with Disabilities (Section 5310) Program must be part of a locally developed transportation plan. The plan needs to be created with input from seniors, people with disabilities, transportation providers (both public and private), nonprofit organizations, and anyone else who uses transportation services. The goals of the plan are to identify the transportation needs of seniors, people with disabilities, and low-income individuals; figure out ways to meet those needs; and prioritize which services should receive funding and be put into action. For Anchorage’s plan, MOA is additionally focusing on veterans and people with limited English proficiency who use local transit services.
